The Melbourne Biomedical Precinct Office is made up of advisers and project managers experienced in public sector and health strategy development, policy and planning. The team is led by an Executive Chair and a Deputy Chair, reporting directly to the Secretary of the Department of Premier and Cabinet (Victoria).
Gareth Goodier leads a team of advisors and project managers to deliver against the Precinct's goals of improved economic growth and value for Victoria. He chairs the Precinct Leadership Group made up of CEOs of the major health, education and research organisations in the Precinct, a group established in 2012.
Gareth has a career spanning more than 35 years in health practice, consulting and leadership in Australia and internationally.
As Chief Executive he has led major academic hospitals including; the Royal Melbourne Hospital, Royal Perth Hospital, the Women’s and Children’s Perth, as well as Cambridge University Hospitals, Royal Brompton and Harefield Hospitals in the UK. He has also led regional health care services in the UK (North West London Strategic Health Authority) and Australia (Kimberley, North Queensland, East Metro, Perth).
In addition to his work in Australia and the UK, Gareth has consulted broadly across health strategy and service delivery in Japan, Bulgaria, Saudi Arabia, Kuwait, Malaysia, Indonesia, Lebanon and China.
Gareth is well placed to lead collaboration between the Precinct, government and the private sector to build a culture where commercialisation of research and patient care work together to deliver better outcomes for the state and the community.
Brendan Flynn provides leadership support to the Executive Chair and in particular drives government engagement with a strong focus on infrastructure and land use planning. He is Chair of the Precinct Inter-Departmental Committee, the key government group of executives working together to deliver improved outcomes for the Precinct.
Brendan’s career spans senior executive roles across both the public and private sectors, including as Deputy Secretary with the Victorian Department of Premier and Cabinet and the Department of Treasury and Finance. In the private sector he has held executive positions with ratings agency Standards and Poor’s and the ANZ Bank.
He is commercially oriented, playing key leadership roles in significant state and national transactions. Brendan has advised successive Victorian governments on policy development and delivery across infrastructure, economics, health, education and human services, as well as major projects.
Julie Browning leads communications strategy and support to position and promote the work of the Precinct and its partners.
Her career has been built on multifaceted, issues rich briefs through her consulting and in-house roles with government, corporate and not for profit. Negotiation, collaboration, influence and engagement underpin her approach.
She has a strong background in health, including five years as the Executive Director Communications and Marketing at The Royal Children’s Hospital during the build of and move to a new world class hospital. Further health work includes the new Royal Adelaide Hospital, Perth Children’s Hospital, St Vincent’s Hospital Melbourne, Austin Hospital and Eastern Melbourne Primary Health Network.
More recently Julie has led the media, community engagement and communications teams at the City of Melbourne and communications and engagement for Infrastructure Victoria. She has worked extensively with senior levels of state, federal and local government as well as both public and private boards.
Lucy Dalton leads engagement with Precinct Partners, the City of Melbourne and Victorian Government and its agencies on land use and infrastructure planning.
Lucy is working closely with the Deputy Executive Chair, as well as the Victorian Planning Authority, to develop a Framework Plan for the Precinct.
Lucy has ten-year career working with and advising the Victorian Government on policy issues across a range of portfolios - from early childhood education to transport reform. Her expertise in policy development and government decision making is being utilised in the development of the MBP Office's strategic advice to Government, and coordination of government processes.
Kristy Dea works on special projects with a key focus on integrating the clinical priorities of the precinct with the infrastructure, cultural and commercialisation initiatives.
Most recently, Kristy has worked in a nurse leadership role at the Royal Children's Hospital and has built her experience through clinical and non-clinical roles in Australia and UK, as a nurse clinician and nurse leader.
She has led and participated in a number of cross cutting organizational improvement projects including staff development, patient and family support and improving outcomes for long term patients in an acute healthcare setting.
Scott Edwards' key focus at the Melbourne Biomedical Office is to develop strategic opportunities in the biomedical research workforce.
Scott has clinical and leadership experience across a range of private, public and community settings in Australia and the UK, both as a physiotherapist and manager of projects, largely in workforce development and systems thinking.
Scott has led a number of key projects including an award winning workforce redesign of the Austin Hospital’s physiotherapy department and a new partnership program with Royal Melbourne Hospital and residential aged care facilities.
Fiona Herco works across strategy development with a key focus on driving increased partnership prospects for the Precinct.
Fiona has more than ten years experience in health service management in both leadership and operations, including Chief of Staff for Melbourne Health.
Fiona's experience includes oversight of large scale projects, organisation-wide business planning systems, innovation and quality.
